Any higher level excludes you from the capability of converting to resort. How many major colonies do you actually have early? Maybe anything from depending on how early, with the rest being minor colonies probably harvested for their pops to feed these major colonies?
So a penal colony will only really earn its weight much later in the game when you have many large colonies. Except by that point, the pressures that generate crime have been largely eradicated and you probably don't even USE enforcers anymore.
It's not a Resort world, you can still build everything you want there; it'll just have several pops who are Criminals rather than productive citizens.
For Wide playstyles, this is immediately worthwhile because you're likely to capture pops of different ethics to your own, with agendas that won't fit, and thus happiness levels at tops.
You're definitely getting value there, fast. Given how powerful pop growth is, and how zealously we stack it, one would see gains here around 2nd ascension perk time, I think.
Basically, "early" is not "". It is, rather, early on after researching the tech, which is, indeed, quite rare. If the number of criminals isn't noticeably fewer than the number of popos, you aren't winning anything.
If I trade two enforcers for two criminals, I lose out because enforcers generate little value, but criminals generate negative value at high priority.
I can't turn off the criminals, and these jobs will be filled FIRST, before anything useful comes out of that planet.
So, if I end up with "several" criminals for my trouble, I'd better be saving MORE than "several" enforcers. And this won't happen unless I have a fairly sizeable number of major colonies.
If I have a fair number of sizeable colonies, I am looking at mid-late to late game already, the point at which I have eradicated crime anyway, and probably don't need any enforcers at all.
Let's imagine you have 8 Criminals on the Penal Colony. I'm not sure it goes that high - criminal jobs scale with Crime instead of Pops - but let's say 8.
Any major world would do, and any conquered - at any point in time - world will also do if you don't eradicate or assimilate the population immediately.
We all play differently, but to me, that's comfortably mid-game; probably, Battleship tech, ish. Chances are, I don't even have Penal Colony tech yet, but can already make use of it.
You'll need to use resettlement to get the Penal Colony up to 25 pops or so, but once there, it's good to go forever. You'd generally resettle to 10; 25 is steeper, but nothing extraordinary.
Some of those factions will be unhappy, and their base happiness will be low because of that. They'll generate Crime.
I'm still puzzled by this question, too. Right now I have a resort world with off top of my head as I'm not home : - upped capital 3 jobs, 10 housing - 1 megaplex 11 jobs - 1 dome and 1 luxury residence 15 housing - 25 pops 12 clerk jobs from being resort world This makes 25 pops in 25 housing, 25 jobs filled out of 26 and 1 slot free.
They produce 62 trade value i. Problem is, pops and buildings consume so much stuff energy, food, CG, rare resources that the planet doesn't actually pay for itself.
Can't remember exact figures, but quick math resulted in conclusion that the planet is a drain.
I'm reluctant to expand it further, but need to do more math to figure out if this can be made profitable. The upkeep will be 2 rare resources per 4 slots.
Alternatively, for 20 pops 4 slots we could build two paradise domes 20 housing and two 5-job buildings e. They probably will produce more than a megaplex, but the upkeep will be 4 rare resources per 4 slots, and those are hard to come by.
As another option, 2 domes, tier 3 building 8 jobs and rare resource factory would have upkeep of 2 rares and have 8 pops working productive better-than-clerk jobs.
Wiki doesn't have all the necessary figures to do complete math on the options, so I'll have to wait till evening when I'm home. I percieve that to make resort worlds productive it's necessary to have significant bonuses to TV and housing Thrifty, Communal pops, robots or slaves for clerk jobs, Imperious Architecture tradition.
